Need help, bad preamp?

I have been enjoying over the air TV reception, have three old TVs with converter boxes, one newer digital TV, a ChannelMaster Advantage Model 3014-3020 UHF/VHF/FM TV antenna, and it has a Winegard Cromstar AP-8700 preamplifier mounted on it, and after that I have an Electroline EFA 4-G drop amp installed in the basement.

We had good reception on all the TVs until recently, when the reception on the older TVs (the ones with the converter boxes installed), because snowy, though the digital signal still shows over 90. I tried replacing the drop amp in the basement but it didn't make a difference. Could the Winegard preamp have failed? Can any one advise on what I can try to get a good signal to the older TVs. the Picture on the one newer Tv is still great. Thanks.
