receiver callbacks

Any other techs notice on several cable Internet hookups the call back is not going through about 98% of the time? My office is noticing it with both bb deca, wifi deca, and even a ether net cat5 straight to a receiver. I have seen this with charter, comporium, cox, and comcast. Only the callback fails, on demand and movie ordering works fine.
