CM 4228HD - Phase lines

I just got around to installing my new CM 4228HD, and it seems to be working OK, but something looked strange - on one side, the phase lines for the top and bottom "bow ties" were arching around each other, so as not to touch each other (as expected), but on the other side, the "top" phase line is reversed so that the wires *do* touch.

Is that normal? It seems weird to me...
